A silver color metal and enamel device 1 3/16 inches (3.02 cm) in height consisting of a horizontal silver scroll in base bearing the words BUILDING THE WAY in scarlet letters and standing upon the scroll between the piers of a white arched doorway a scarlet fleur-de-lis crossed above center by the white arch with blue keystone (like that used as the state symbol of Pennsylvania) and traversing the narrow part of the fleur-de-lis within the arch a wavy bar between two wavy silver bars.
Scarlet and white (silver) are the colors used by the Corps of Engineers. The units service in World War II is represented by the red fleur-de-lis for the Central European Campaign and the wavy silver and blue bars for the Asiatic-Pacific Theater. The arched doorway, reflecting the words of the motto (Building the Way), alludes to the Groups construction mission and the blue keystone refers to their home state of Pennsylvania.
The distinctive unit insignia was approved on 4 March 1971.
